About TOTS

The Technology-assisted Observation and Teaming Support System (TOTS) is utilized by the Point of Entry (POE) offices, their service providers, and the department staff. This system tracks children, birth to three, as they enter and progress through the First Steps system.
TOTS provides critical data at the state, regional, district and agency level. The system provides useful accountability information about areas of need, as well as being the life source for the continued operation of First Steps. Since the launch of TOTS in December 2008, new functions and screens have been added in response to user input as well as changes in policy and procedure in Kentucky. TOTS is a dynamic system that will continue to change to meet the needs of Kentucky’s First Steps.
